LOCAL PARTNERSHIP MODEL IMPLEMENTATION PROGRAM
Local Partnership Implementation Program
has been implemented since June 2002 in the regions of Malopolska,
Pomerania and
Lublin. Since January 2003 the Program has been joined by four
new regions: Mazovia, Lower Silesia, Western Pomerania and
Swietokrzyskie. The honorary patron of the Program is President
of the Republic of Poland Aleksander Kwasniewski. The Program
is carried out in cooperation with the President’s Office,
the Ministry of Economy, Labor and Social Policy, Regional
Marshals, Association of the Polish Poviats and other governmental,
self-governmental and civil agencies. At the regional level
the program is hosted by Marshals and in the poviats by Starostas.
The Local Partnership Model aims to support local communities,
workers and enterprises in solving problems arising from economic
restructuring. Its implementation allows to take up active
measures to combat unemployment and thus helps reduce the socio-economic
costs of economic transition.
The Local Partnership Model’s methodology was developed
by specialists from the US DOL and Worldwide Strategies Inc.
In the years 1998 – 2000 the methodology was applied
in two pilot regions: Silesia and Malopolska. The work to adapt
the Model to the Polish circumstances has been continued since
2000 by the Institute for Co-operation and Local Partnership
in Katowice that is implementing the Program in the territory
of Poland together with the WSI’s specialists.
The present Program has been designed to separately provide
training to representatives of regional and poviat institutions.
The ultimate goal of the series of training sessions are:
- transfer of the knowledge of the methodology and modes allowing
to implement the Local Partnership Model;
- establishment of the Local Partnership Specialists’ Network
at the regional and country levels.
Training ends with either a Certificate or Acknowledgement
Of Participation awarded to the trainees. Certificates are
issued by the following institutions: the Ministry of Economy,
Labor and Social Policy; US Embassy, Worldwide Strategies Inc.,
and the Institute for Co-operation and Local Partnership.
The total numbers of Certificates and Acknowledgements that
have been presented thus far are 102 and 37, respectively,
including:
- 38 Certificates for Poviat Local Partnership Specialists;
- 17 Certificates for Regional Local Partnership Specialists;
- 44 Certificates for Starostas and Mayors;
- 3 Certificates for Marshals;
- 30 Acknowledgements for Poviat Local Partnership Specialists;
- 7 Acknowledgements for Regional Local Partnership Specialists.
Round 1 of the Program is participated by 47 poviats: 12 in
Malopolska, 11 in Pomerania, 24 in the Lublin region. On request
of the Regional Labor Office in Lublin additional training
was provided to representatives of the local agencies; as a
result all poviats in the Lublin region participate in the
Program.
Round 2 of the Program is participated by 37 poviats, 8 municipalities
and 1 town.
